VICTOR OCHEI: THE MAN, THE JOURNEY AND THE SENATE AMBITION

There are politicians whose public image is defined solely by the offices they have held. There are others whose story is defined by the breadth of institutions they have served and the transitions they have navigated. Rt. Hon. Engr. Victor Ochei belongs to the second category.

Born on February 25, 1969, into the family of Donald Ochei and Madam Monica Juliet Ochei, Victor Ochei hails from Ogbekinu Quarters, Onicha-Olona, in Aniocha North Local Government Area of Delta State, Delta North Senatorial District. His parents were based in Kano, where he attended Methodist Primary School and St. Thomas Secondary School before proceeding to the University of Benin, where he studied Chemical Engineering and obtained a Bachelor of Engineering degree. His journey from his family roots to the centre of public life has been marked by education, professional development, enterprise and political service.

Ochei is not only a politician; he is an engineer and businessman who has built a professional career outside elective politics. He has been associated with engineering enterprise and professional activities, reflecting a career that extends beyond political office. This dimension is significant because it shows that politics is not his only pursuit, but one aspect of a broader career in engineering, business and public service.

Those from Delta North describe Ochei as energetic, charismatic, confident and easily accessible, with a strong capacity for direct engagement and grassroots connection. Beyond personality, his trajectory has been shaped by ambition, resilience and the ability to take on new responsibilities.

His educational journey reflects the breadth of his professional interests. He trained as a chemical engineer at the University of Benin, earning a Bachelor of Engineering degree. He subsequently broadened his academic background through studies in business administration, law and corporate governance, giving him a multidisciplinary foundation that cuts across technical, managerial, legal and governance fields.

That background has influenced his approach to public service. Engineering is concerned with systems, efficiency and practical solutions, while his additional training in law, business and governance has broadened his understanding of institutions, administration and leadership. His professional identity as an engineer and businessman has also provided him with a career beyond elective politics.

His foray into elective politics began in 2003 when he was elected to represent Aniocha North in the Delta State House of Assembly. He went on to serve three consecutive terms, during which he held key positions, including Deputy Minority Leader and Chairman of the Committee on Education.

In June 2011, Ochei emerged as Speaker of the Delta State House of Assembly. The position placed him at the head of the legislature and provided an opportunity to deploy his experience as a professional, businessman and ranking legislator in the management of legislative affairs.

Supporters credit his speakership with improvements in the Assembly’s administrative and physical environment, with emphasis on institutional strengthening, staff welfare and legislative organisation. Ochei has also referred to that period as one associated with innovation and institutional development.

He resigned as Speaker in March 2014, stating that his decision was to allow for new leadership in the House. A new Speaker was subsequently elected to succeed him.

The end of his speakership did not end his public service career. In early 2020, he was appointed by the Federal Government as Executive Director, Maritime Labour and Cabotage Services at the Nigerian Maritime Administration and Safety Agency. The appointment added federal executive experience to his profile and placed him in a strategic sector of the national economy.

In that capacity, his responsibilities covered maritime labour administration, cabotage regulation, seafarers’ welfare and industry compliance. He was involved in engagements aimed at improving working conditions for maritime workers and strengthening labour administration in the sector.

In another turn in his public career, Ochei moved into national sports administration. In late 2025, he emerged as President of the Nigeria Tennis Federation, with an agenda focused on grassroots development, expanded competitive opportunities for players and improved administration of the sport.

It is this combination of engineering, business, law, legislative leadership, federal administration and sports leadership that forms the composite profile Ochei is now taking into the 2027 Delta North senatorial contest.

His political journey has entered a new phase with his exit from the All Progressives Congress in 2026 and his emergence on the platform of the Nigeria Democratic Congress for the Delta North race. As with every aspirant, his political record and previous public responsibilities will form part of the scrutiny that comes with seeking a fresh mandate.

For Ochei, the Senate ambition is an attempt to convert decades of diverse experience into legislative impact and stronger constituency representation. His areas of interest include education, healthcare, infrastructure, youth empowerment, job creation and more effective advocacy for Delta North at the national level.

With his experience across the legislature, federal administration, business and sports leadership, combined with his energy and youthful dynamism, Ochei has an opportunity to translate that breadth of experience into concrete legislative action. His background gives him a foundation from which ideas can be developed into bills, motions, interventions and practical programmes for his constituents.

His supporters point to three terms in the legislature, leadership of the State Assembly as Speaker, federal executive responsibility and his leadership in national sports administration as evidence of a public career built across different sectors. His campaign will therefore centre on demonstrating how these experiences can be brought together in the service of Delta North.

At this stage of his political journey, Ochei’s experience, professional background and youthful outlook form important elements of his Senate bid. His task is to sustain that momentum by remaining focused on the issues that directly affect the people of the district.

From engineering to the State Assembly, from the Speaker’s chair to federal maritime administration and from public service to tennis leadership, Victor Ochei’s journey has been one of many turns. His Senate ambition is the latest chapter in a career that has continued to evolve.

For Delta North, the 2027 contest will provide an opportunity for voters to examine the records, programmes, experience and capacity of the candidates before making their choice. For Ochei, it is an opportunity to demonstrate that his long journey through professional, legislative, executive and sporting leadership can be transformed into effective representation and tangible results for the people of Delta North.
