FENRAD AND HEDA CALL ON NOSDRA, NNPC/NEPL AND NUPRC TO COMMENCE JOINT INVESTIGATION INTO 10 JUNE 2026 PIPELINE EXPLOSION AT UMUOLOLO, OWAZA, ABIA STATE
Civil Society Organisations Seek Transparent JIV, Environmental Assessment, Community Participation and Remedial Action

The Foundation for Environmental Rights, Advocacy and Development (FENRAD) and the Human and Environmental Development Agenda (HEDA Resource Centre) have called for the urgent commencement of a Joint Investigation Visit (JIV) into the crude oil pipeline explosion that occurred on 10 June 2026 at Umuololo, Igiriukwu Autonomous Community, Owaza, Ukwa West Local Government Area of Abia State.
The call follows a three-day joint civil society fact-finding and community engagement mission undertaken by FENRAD and HEDA at the affected site and within the host community.
The mission was undertaken to document observable conditions, engage affected residents and stakeholders, understand concerns arising from the incident, and examine issues relating to environmental protection, public safety, emergency response, livelihoods and the management of the incident.
FENRAD and HEDA emphasize that the mission was an independent civil society fact-finding exercise and was not intended to prejudge the cause of the explosion or attribute liability to any individual, company, government institution or other entity without adequate evidence.
However, information and concerns arising from the engagement reinforce the need for a formal, transparent, technically credible and inclusive investigation involving the operator, relevant regulatory authorities, affected communities and civil society stakeholders.
CALL FOR JOINT INVESTIGATION
FENRAD and HEDA are therefore calling on NNPC Exploration & Production Limited (NEPL) to facilitate and participate in a comprehensive JIV at the affected location, in collaboration with the National Oil Spill Detection and Response Agency (NOSDRA), the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and other relevant regulatory and technical institutions.
The organisations further call for meaningful participation by representatives of Umuololo/Igiriukwu Autonomous Community, affected residents and relevant civil society organisations.
The proposed investigation should establish, through appropriate technical procedures and evidence, the circumstances surrounding the 10 June 2026 incident, including:
- the immediate and underlying cause or causes of the explosion;
- the condition, integrity and operational status of the affected pipeline infrastructure;
- whether crude oil was released following the incident;
- the volume and geographical extent of any release;
- the nature and extent of any environmental contamination;
- impacts on agricultural land, soil, vegetation and water resources;
- effects on community livelihoods and economic activities;
- the adequacy and timeliness of emergency response and containment measures;
- actions undertaken to stop, contain and clean up any release;
- the present environmental condition of the affected location;
- the need for environmental sampling and laboratory analysis; and
- appropriate remedial and preventive measures.
ENVIRONMENTAL ASSESSMENT AND SAMPLING
FENRAD and HEDA are also calling for appropriate environmental assessment of the affected area.
Where technically warranted, scientifically valid samples should be collected from potentially affected environmental media, including soil, surface water, groundwater and vegetation, using procedures that protect the integrity and credibility of the evidence.
Where laboratory analysis is required, the organisations call for transparent sampling, chain-of-custody procedures and credible laboratory analysis so that the resulting evidence can support appropriate regulatory, environmental and remedial decisions.
The organisations further urge that relevant records and evidence relating to the incident be preserved, including, where applicable:
- pipeline inspection and integrity records;
- maintenance and repair records;
- operational records;
- incident and emergency response reports;
- spill notification records;
- photographs, videos and site documentation;
- records of containment and clean-up activities;
- environmental monitoring data; and
- other relevant technical and operational records.
COMMUNITY PARTICIPATION IS ESSENTIAL
FENRAD and HEDA stress that the people of Umuololo/Igiriukwu and the wider Owaza community should not be treated merely as observers in a process concerning their environment and livelihoods.
Community representatives should have an opportunity to identify affected locations, provide relevant information, explain the impacts experienced by residents and participate meaningfully in discussions concerning environmental assessment, remediation and livelihood impacts.
A credible JIV should therefore promote transparency, procedural fairness, evidence-based investigation and meaningful stakeholder participation.
ENVIRONMENTAL REMEDIATION AND LIVELIHOOD IMPACTS
Where environmental contamination or other damage is established through appropriate evidence, FENRAD and HEDA call for timely and scientifically guided remediation in accordance with applicable laws, regulations and environmental standards.
Any remediation programme should be:
- environmentally appropriate and scientifically guided;
- transparent and independently verifiable;
- undertaken with meaningful community participation;
- subject to appropriate monitoring; and
- designed to address both immediate and residual environmental impacts.
The organisations further call for demonstrable impacts on legitimate livelihoods, agricultural resources, property and community resources to be properly documented and appropriately considered in accordance with applicable law and established procedures.
TRANSPARENCY OF INVESTIGATION FINDINGS
FENRAD and HEDA urge that the JIV process culminate in a properly documented report setting out the findings established by the investigation and identifying:
- the circumstances and technical findings relating to the incident;
- areas of agreement or disagreement among participating stakeholders;
- environmental impacts established through technical evidence;
- actions already undertaken in response to the incident;
- further remedial actions required;
- measures necessary to prevent or reduce the risk of recurrence; and
- relevant recommendations to government, regulators, the operator and other stakeholders.
The organisations also call for relevant findings to be communicated transparently to the affected community.
Such disclosure is important for building public confidence and ensuring that communities affected by environmental incidents are not excluded from decisions concerning their environment, livelihoods and public safety.
PROPOSED PARTICIPANTS
FENRAD and HEDA propose that the JIV involve, as appropriate:
- NNPC Exploration & Production Limited (NEPL) and relevant technical personnel;
- National Oil Spill Detection and Response Agency (NOSDRA);
- Nigerian Upstream Petroleum Regulatory Commission (NUPRC);
- relevant environmental and petroleum regulatory authorities;
- Abia State Government and relevant agencies;
- representatives of Umuololo/Igiriukwu Autonomous Community and affected stakeholders;
- FENRAD;
- HEDA Resource Centre; and
- other competent technical or regulatory institutions considered necessary.
REQUEST TO NEPL
FENRAD and HEDA have formally requested that NNPC Exploration & Production Limited:
- acknowledge receipt of the request for a JIV;
- confirm its willingness to participate in the investigation;
- liaise with NOSDRA, NUPRC and other relevant authorities to facilitate the process;
- propose a suitable date and time for the JIV;
- designate focal persons for coordination;
- preserve and make relevant incident, pipeline integrity and environmental records available to the appropriate investigating authorities; and
- provide information concerning containment, clean-up, remediation and other response measures already undertaken or planned at the affected site.
The organisations have requested that a proposed date for the JIV be communicated within fourteen (14) days of receipt of the formal request, given the potential implications of the incident for environmental quality, community livelihoods and public safety.
PUBLIC INTEREST AND EVIDENCE-BASED ENGAGEMENT
FENRAD and HEDA reiterate that the call for a JIV is made in the public interest and is intended to support a process through which the facts surrounding the Umuololo incident can be properly established.
The organisations will continue to distinguish between verified facts, community testimonies, field observations and matters requiring further technical investigation.
FENRAD and HEDA believe that an inclusive and technically credible investigation will provide an appropriate basis for determining the environmental and socio-economic implications of the incident and identifying any necessary remedial and preventive measures.
The organisations therefore call on NEPL, NOSDRA, NUPRC, relevant regulatory authorities, the Abia State Government and other stakeholders to support the prompt commencement of the JIV and ensure that the affected community is meaningfully included in the process.
